Before design
Both languages in the content model from the first file; Thai is not a translation pass at the end.
One address per page per language, and a fallback rule that never renders an empty section.
Before launch
Line-height and weights checked in both scripts at every size the system uses.
Alternate-language links declared on every page, so search engines index both rather than picking one.
Forms whose field *names* are identical in both languages, so submissions file into the same columns.
